GENERAL DUTIES

The CUNY School of Medicine (SoM), located in the heart of Harlem, New York, is the only medical school in the City University of New York system and the only public medical school in Manhattan. Building upon 50 years of success as the Sophie Davis School of Biomedical Education, the institution transitioned to the CUNY School of Medicine in 2016. The CUNY SoM offers an accelerated BS/MD degree (7-year program) and a Physician Assistant Master?s Degree (27-month program). True to its legacy of access, opportunity, and community transformation, the medical school?s mission remains to recruit highly talented students as diverse as New York City itself. CUNY SoM places special emphasis on recruiting those who are underrepresented in medicine and on training high-quality, culturally competent health professionals and scientists equipped to address the healthcare needs of New York?s medically underserved communities. As a major priority, CUNY SoM also seeks to enhance the recruitment and retention of senior leadership, faculty, and staff to reflect the diversity of our student body more closely.

The SoM is currently seeking an Associate Legal Counsel. Reporting to the Executive General Counsel & Labor Designee, the successful candidate willprovide essential legal support to the Executive General Counsel on a wide range of employment law, contractual, policy, compliance, and other labor relations matters. The Associate Legal Counsel will assist with legal research, drafting, and client support on matters Involving the college and college-affiliated entities, ensuring all actions align with the guidance of the Executive General Counsel. The responsibilities will include but are not limited to:

• Serves as a hearing officer for Step One classified and instructional staff disciplinary actions and grievances; represents the college at Step Two hearings, assist-CUNY-Counsel and represent the college at arbitrations; Negotiate settlement agreements in consultation with CUNY Legal Counsel and/or CUNY Labor Relations teams; with direct oversight by the Executive General Counsel.
• Assists with conducting confidential investigations related to workplace violence, harassment, and other employee or student conflicts;
• Provides legal advice, representation, and performs legal duties on behalf of the Dean and/or senior administration on the college campus, under the direction of the Executive General;
• Provide legal support on matters related to affiliation agreements, contracts, and licenses in collaboration with the SoM Executive Council, under the direction of the Executive General Counsel.
• Responds to employment discrimination complaints from the Equal Employment Opportunity Commission (EEOC) and the New York State Division of Human Rights; Monitors and ensures compliance with federal, state and local labor laws and regulations.
• Assist the Executive General Counsel in fulfilling responsibilities related to FOIL requests, subpoenas, and records access, as well as Title IX compliance.
• Assists the Executive General Counsel with providing time-sensitive reports and information to internal and external sources, such as the New York City Law Department and the Joint Commission on Public Ethics.
• Performs other duties as assigned by the Executive General Counsel & Labor Designee.

Provides professional in-house legal advice, representation, and performs legal duties at a CUNY college.

• Provides legal counsel to senior campus administrators.
• Provides guidance on the implementation of and compliance with CUNY Board of Trustees Bylaws, CUNY and college policies, college governance plans, laws, regulations and other procedures and rules effecting the college.
• Prepares legal documents and contracts.
• Works with CUNY's Office of General Counsel in managing and supporting litigation and administrative cases involving students, faculty and staff.
• May serve as college Ethics Officer and/or Records Access Officer.
• Reviews and maintains up-to-date knowledge of State and Federal laws and maintains college/unit policies and procedures so that they are current and consistent with those laws.

MINIMUM QUALIFICATIONS

Bachelor?s degree and eight years? related experience required. J.D. and five years' related experience required. Membership in New York State Bar required.

Preferred:

• Exposure to litigation practice, including trial and/or labor arbitrations or administrative hearings.
• Familiarity with labor or employment issues, particularly in the public employee context.
• Must have demonstrated ability with a high level of effectiveness in the following:
• Writing, accuracy, and attention to detail
• Interpersonal communication and collaboration
• Personal organization and work habits
• Technology, including legal software (Westlaw, Lexis, Workshare Compare, Clearwell) and administrative tools (Zoom, MS Teams, Microsoft 365).
• Demonstrated ability to manage multiple projects simultaneously and meet deadlines in a fast-paced environment.
• Ability to work well both independently and collaboratively in a diverse and rapid-paced academic medical environment. Strong understanding of the culture of academic medicine and the ability to address faculty concerns.
• Experience working with underrepresented, low-income, and marginalized students working in health-related or STEM (Science, Technology, Engineering, Mathematics, and Medicine) fields or other health professional pipeline programs is highly desirable.
• Experience with quality curriculum development and assessment principles as they relate to health care disparities to improve the quality of care and health professional decision-making.
• Advanced understanding of the importance of diversity in academic medicine and the impact of educational and healthcare disparities on medicine.

COMPENSATION

Salary Range: $141,858- $175,000

Salary commensurate with education and experience.
